New I2-A functionality from WMS

Dear Customer,
With the introduction of DMS, there was a request to create an Application Notice directly from the WMS.
With Patch 304 for Release 23.03 (available since 14/3/2024), it is possible to generate and automatically send an Application Message from WMS.
